Personal Emergency Evacuation Plan (PEEP)
As per the Commonwealth Disability Discrimination Act (DDA) 1992 an occupant/visitor with a disability is a person who requires:
- more time or different forms of communication, compared with other occupants, to respond to an emergency; or
- assistance to respond to an emergency or evacuate from a
This also includes an associate of a person with a disability or a companion animal.
Personal Emergency Evacuation Plan (PEEP)
A current list of the names, workplaces and other necessary information about occupants with a disability who have a PEEP is kept at the Master Emergency Control Point – Appendix C. Suitable strategies have been discussed with those occupants regarding emergency evacuation and a PEEP developed for each of those persons. A template for developing a PEEP can be accessed here. The Wardens are aware of the PEEP plan of persons in their area.
Assistance
In the event of an evacuation the Warden shall nominate a responsible person to assist the occupant with disabilities out of the immediate danger area in accordance with their PEEP.
Direct Evacuation
If direct evacuation from the building is possible, such as being located on a Ground Floor, the person with disabilities should be assisted to, but not obstructing, the nearest safe exit. When all occupants have been evacuated, assist the occupant/visitor with disabilities directly to the Assembly Area.
Refuges
Refuges are areas that are specifically designed to protect people from heat, smoke and toxic gases, and that provide direct access to an exit. They are areas where occupants and visitors may wait for their delayed independent evacuation, or assisted evacuation by Emergency Services or other nominated personnel (e.g. fire stairs). The College has identified the following refuges:
- Music (Building 17) – stairways with fire doors at top and bottom
- Design and Technology (Building 19) – stairways with fire doors at top and bottom
- Maths and Commerce (Building 21) – a fire wall will drop automatically in case of fire (on detection of smoke) to separate the lower ground floor from the main building.
- Keys House (SS Boarding House) – fully compartmentalised stairways (with fire doors at entry and exit points) at both the north and south ends of the building lead to external exits.
If evacuation directly from the building is not possible, such as being located on an upper floor, the person with a disability should be assisted to (but not obstructing) the nearest safe fire rated stairway. When all occupants have been evacuated, assist the person with disabilities onto the fire stair landing and ensure the Chief Warden has been notified. The door should remain closed to provide isolation from the danger area. A Warden or responsible person shall wait with the person with a disability in the refuge until assisted by the Emergency Services.
